Rapid City residents can contact Pennington County for assistance screening, the regional housing commission for housing applications, and Dial-A-Ride for eligible local trips. The three services use different boundaries and intake processes. A housing application does not resolve an immediate shelter or financial emergency.

Pennington County Assistance

Pennington County Human Services screens requests for economic and other assistance. County residence, financial circumstances, available resources, and the immediate need matter. Explain the expense and ask which program can review it. Do not assume county assistance covers every bill or that a request will be funded.

Housing Applications and Waiting Lists

Pennington County Housing and Redevelopment Commission provides public, voucher, and affordable-housing information for its service area, including Pennington County. Its online tools handle pre-applications and waiting-list inquiries. Choose the correct applicant route, retain the application record, and confirm the property or program’s location and eligibility requirements.

Dial-a-Ride Within Rapid City

Rapid Transit System Dial-A-Ride serves eligible people whose disabilities prevent use of regular fixed-route buses. Trips operate within Rapid City’s corporate limits and require advance scheduling. Review the application and passenger guide, and explain any need for assistance beyond the curb when booking. Eligibility and a trip reservation are separate steps.

Before You Contact a Program

  • Identify the county of residence and the urgent expense when seeking assistance.
  • Keep housing application details and contact information current.
  • For Dial-A-Ride, confirm both trip addresses, the return trip, and assistance needs.

Federal Benefits and Next Steps

Apply for SSDI[1] or SSI[2] through the Social Security Administration. Local resource programs have separate applications and do not decide federal disability benefits.

For the federal process, read our Disability Application Guide and Document Preparation Checklist.
