State & City Resources
San Jose, California: Disability Resources
On This Page
San Jose residents can use city housing services and regional care and transportation resources. These programs have different boundaries: the city handles its housing programs, Public Authority Services supports Santa Clara County IHSS consumers, and VTA determines paratransit eligibility and trip coverage.
Support for IHSS Consumers
Public Authority Services By Sourcewise supports Santa Clara County In-Home Supportive Services consumers in hiring care providers. It maintains a registry of enrolled providers and offers training for consumers and providers. This is a useful next contact when you need help finding a provider for IHSS services. Ask what requires an existing IHSS authorization; provider recruitment is separate from the county’s assessment of your eligibility and hours.
City Housing and Tenant Resources
San José’s Resources For Tenants explains the Rent Stabilization Program’s work on rent increases, eviction concerns and tenant-landlord disputes. It also links to affordable housing searches and a voluntary, no-cost mediation program. Give staff the property address and type of housing so they can identify relevant city rules. Do not assume every rental is covered by the same ordinance.
VTA ACCESS Paratransit
VTA ACCESS evaluates whether disability prevents a person from using bus or light rail for some or all trips. Its application process includes a Data Card and phone interview. A diagnosis, age or inability to drive does not automatically qualify someone. Use its service-area tool for your trip and request application information in an accessible format if needed.
Prepare a Separate Record for Each Need
- For care, list authorized tasks and the help you need finding a provider.
- For a rental concern, gather the lease and the actual notice, including dates.
- For VTA, describe the barriers to reaching, boarding or using transit.
- Ask where documents should go and whether an appointment is needed.
- Keep housing, IHSS and transit notices separate so one agency’s response is not mistaken for another’s.
Keep Federal Benefits Separate
Applications for SSDI[1] and SSI[2] go through the Social Security Administration. The local services above do not decide those federal benefits. Keep each program’s application, notices and follow-up steps separate.
