California assistance is spread across state programs, county offices and local service providers. Start with the need you want to address: food, help at home, employment support or finding long-term care options. A referral to one program is not an application to every other program.
Find the Right California Starting Point
Food assistance: CalFresh, Through The California Department Of Social Services provides food benefits for eligible people with low incomes. It is state-supervised and county-operated. The state page explains the program and links to application information. Benefits depend on household circumstances; an old payment amount from someone else’s case is not a reliable estimate for yours.
Help at home: In-Home Supportive Services (IHSS) assists eligible older, blind and disabled California residents who need help to remain safely at home. Applications go to the county IHSS office. The process includes a Medi-Cal eligibility determination, health care certification and a county assessment of needed services. It is not an automatic caregiver payment simply because a relative provides help.
Employment support: The Department Of Rehabilitation’s Application Guide explains how to request vocational rehabilitation services and work with a counselor on an individual employment plan. At this source check, the online application portal was unavailable. Contact the local office through the department’s instructions rather than assuming an online submission went through. Its preparation list includes disability records, benefit letters and professional contacts.
Finding care options: Aging And Disability Resource Connection (ADRC) offers information, referrals and counseling about long-term services and supports. The state directs readers to their county’s Area Agency on Aging, while noting that not every agency provides ADRC services. The information service is open regardless of age or income; that does not establish eligibility for every service it identifies.
Prepare for a Useful First Contact
- Identify your county of residence and the particular need you want addressed.
- Keep the program name, any case number and the latest notice together.
- Ask which documents are required and how to submit them through the agency’s official channel.
- Explain any interpreter, large-print, communication or appointment-access needs.
- Record who will contact you next and whether a referral requires a separate application.

Keep Federal Benefits Separate
Applications for SSDI[1] and SSI[2] go through the Social Security Administration. The local services above do not decide those federal benefits. Keep each program’s application, notices and follow-up steps separate.
