State & City Resources
Virginia Beach, Virginia: Disability Resources
On This Page
Virginia Beach residents can contact city Human Services for household benefits, Housing and Neighborhood Preservation for voucher information, and Hampton Roads Transit for disability-related transportation. These programs require separate steps, and housing and transit access should be confirmed before making plans.
City Financial Assistance Programs
Virginia Beach Financial Assistance covers programs such as SNAP, Medicaid, energy assistance, and qualifying cash assistance. Applications can start online through CommonHelp, by phone, or in person; a paper application can also be requested. Eligibility depends on individual circumstances. Ask which program applies to your household and what evidence is needed.
Housing Choice Voucher Information
The city’s Housing Choice Voucher page explains rental subsidies for qualifying low-income households. At the time of this source check, the waiting list is closed and new applications are not accepted. Existing applicants can follow the page’s status-check instructions. Check for later official announcements, and contact your housing specialist if you already participate. A directory listing does not mean a voucher is available now.
Hampton Roads Transit Paratransit
HRT Paratransit requires certification based on disability-related inability to use regular transit; wheelchair use alone does not establish eligibility. Both trip endpoints must fall within its route-based service area. Apply through the official instructions, then arrange rides in advance. Discuss any assistance needed between your door and the vehicle when booking.
Before You Contact a Program
- Keep household application confirmations and requests for documents together.
- For housing, distinguish checking an existing application from applying to a newly opened list.
- For transit, confirm the pickup, destination, and return journey; return rides are not automatically booked.
Keep Federal Benefits Separate
City assistance and transit certification do not replace an SSDI or SSI claim. SSA’s Disability page[1] explains SSDI; SSA’s SSI overview[2] explains SSI. Apply for federal benefits through SSA. Starting a local service application does not file an SSDI or SSI claim.
