Saint Paul residents have separate Ramsey County entry points for financial assistance and an assessment of long-term support needs. Metro Mobility certification is handled through the regional transit system. Keeping those requests separate makes follow-up clearer.

Ramsey County Financial Assistance

Ramsey County Financial Assistance handles eligibility for cash, food, emergency, child care, and health-care assistance. Its application guidance directs several programs to MNbenefits and warns against duplicate submissions through multiple channels. Use the case-status information or contact the county about an existing request instead of starting over without guidance.

Request a MnCHOICES Assessment

Ramsey County MnCHOICES Assessment provides an online referral route and telephone intake. After referral, a certified assessor arranges an in-person assessment to identify eligible support services. An assessment can help plan support at home; it is not automatic approval for every waiver or service. Explain the person’s needs and current assistance.

Metro Mobility for Eligible Riders

Metro Mobility Eligibility and Certification uses a questionnaire and health-professional verification to assess disability-related barriers to regular transit. Temporary or conditional eligibility may apply. Submit both forms together and ask about accessible application formats if needed. Certification questions and ride reservations go through different contacts, so confirm the appropriate trip provider after approval.

Before You Contact a Program

  • Keep one record of the benefits application and later document requests.
  • Describe changes in daily assistance needs for the assessment.
  • Check travel origins and destinations before planning a ride.

Federal Benefits and Next Steps

Apply for SSDI[1] or SSI[2] through the Social Security Administration. Local resource programs have separate applications and do not decide federal disability benefits.

For the federal process, read our Disability Application Guide and Document Preparation Checklist.
