Kentucky residents may need several kinds of assistance while living with a disability: household benefits, help at home, caregiver support, or employment services. The programs below use different eligibility and intake processes. Start with the immediate need and keep each application and notice separate.
Use kynect for State Benefits
The Cabinet for Health and Family Services’ kynect guide explains applying for and managing Medicaid, SNAP, Kentucky Transitional Assistance Program benefits, child care assistance, and other listed programs. Its instructions cover account setup, document uploads, reporting changes, appointments, and adding an authorized representative. Use the official guides if a screen or requested action is unclear. Saving information or creating an account is not the same as completing every step of a benefit application; keep the submission confirmation and respond to program notices.
Ask About Aging and Caregiver Programs
The state’s community-program guide (PDF) directs residents to their local Area Agency on Aging for meals, home support, and caregiver resources. It describes congregate meals for people age 60 and older and their spouses, and home-delivered meals for eligible homebound older residents. The guide notes priority for frail and isolated individuals in certain programs. Ask the agency which service fits, how eligibility is assessed, and whether funding or a waiting list affects availability. A meal inquiry does not automatically enroll someone in other home services.
Check Vocational Rehabilitation Availability
Kentucky’s vocational rehabilitation intake page directs applicants to contact a local office for an appointment about disability-related employment needs. The current order-of-selection notice explains funding limits and waiting lists. New applicants can receive guidance, counseling, and referrals while eligibility and a priority category are determined; eligibility does not mean services begin immediately. The notice identifies exceptions for certain separately funded services. Ask the office how the current selection policy affects the particular help you need and an existing employment plan.
Before You Contact a Program
- Identify your county, the immediate need, and any existing program case number.
- Keep application confirmations and requested records together.
- Ask about accessible communication, interpretation, and help completing forms.
- Confirm any waiting-list process and how to keep contact details current.
Keep Federal Benefits Separate
State benefits, aging services, and employment support have their own application routes. SSA’s Disability page[1] explains SSDI; SSA’s SSI overview[2] explains SSI. Apply for federal benefits through SSA. Starting a local service application does not file an SSDI or SSI claim.

Workers’ Compensation, Medicare and Veterans Benefits in Kentucky
Each program has its own application and decision process. These starting points help you find the agency or counseling program for Kentucky.
Workers’ Compensation
The department’s filing page links separate Applications for Resolution of a Claim for injury, hearing loss, and occupational disease. Represented parties file electronically through the Litigation Management System; self-represented employees may use LMS or the paper route described by the department. Review the required supporting forms before submitting.
