State & City Resources
Wilmington, Delaware: Disability Resources
On This Page
Wilmington-area residents can start with a state service center for household assistance, a housing authority for subsidized rental housing, or city programs for qualifying homeowners. These routes address different needs. A Wilmington mailing address alone should not be treated as proof that a property is within city limits.
Belvedere State Service Center
The Belvedere State Service Center offers benefit information, application and case-management contact, and referrals in the Wilmington area. Its listed services include a food pantry and energy or utility assistance. Ask staff which program fits your situation and what documents to bring; the center’s location page is the best starting point for current contact arrangements.
Wilmington Housing Authority
Wilmington Housing Authority’s application page explains public housing pre-application information, including household members’ dates of birth, Social Security numbers, and combined annual income. The authority determines eligibility under program rules. Check the current application route and waiting-list status directly before sending personal information; a pre-application does not establish an immediate housing offer.
City Homeowner Assistance
Wilmington’s senior exemption and assistance page describes a property-tax exemption for qualifying homeowners aged 65 and older, with income and other conditions. A separate program addresses certain homeowners aged 62 and older facing foreclosure over city tax or water and sewer arrears after paying off their mortgage. These are homeowner programs, not general rental assistance. Ask which city, county, or school-tax provision applies.
Before You Contact a Program
- Confirm whether your address is inside Wilmington city limits.
- For housing, list everyone in the household and ask which waiting list is currently accepting applications.
- For homeowner help, keep the relevant tax, water, or foreclosure notice available and state any deadline.
Keep Federal Benefits Separate
A housing or utility request does not replace a federal disability application. SSA’s Disability page[1] explains SSDI; SSA’s SSI overview[2] explains SSI. Apply for federal benefits through SSA. Starting a local service application does not file an SSDI or SSI claim.
