Delaware has different starting points for household benefits, help living independently, and disability-related employment support. Choosing the office that matches your immediate need can reduce unnecessary applications. The programs below serve Delaware residents, but each service has its own rules; a disability diagnosis or federal benefit award does not automatically open every program.
Apply for Household Benefits With ASSIST
Delaware ASSIST is the state’s online route to health and social service programs, including Medicaid, food assistance, cash assistance, and energy assistance. Its screening tool estimates potential eligibility; it is not an approval. An account also lets applicants finish an application, check its status, view notices, report changes, and renew existing benefits. Keep a copy of the submission and read requests for additional information.
Find Aging and Disability Support
Delaware’s Aging and Disabilities Resource Center provides information throughout the state regardless of income. Older adults, people with disabilities, and caregivers can ask about community services, Medicaid, long-term care, and caregiver support. Options counseling can help compare care choices and gather application documents. More involved needs may call for case management and a coordinated care plan. Access to this information does not mean every referred service is free or available immediately.
Explore Disability-Related Employment Services
Delaware Vocational Rehabilitation employment services help people whose disability creates an employment barrier and who need vocational rehabilitation to become or remain employed. You can inquire while employed or underemployed. The process includes a referral, application, counselor intake, eligibility decision, and individualized employment plan. Explain the work tasks you find difficult and what training or support you need; services depend on your goals and circumstances.
Before You Contact a Program
- Identify your immediate need: food or health coverage, daily living support, or employment assistance.
- Have household and income information available for benefit applications; ask which documents your particular program requires.
- Tell the program about communication, mobility, or caregiver participation needs when arranging contact.
- Use the city guides below for nearby service centers, housing agencies, and older-adult programs.
Keep Federal Benefits Separate
Delaware household assistance and vocational services have separate application routes from federal disability cash benefits. SSA’s Disability page[1] explains SSDI; SSA’s SSI overview[2] explains SSI. Apply for federal benefits through SSA. Starting a local service application does not file an SSDI or SSI claim.

Workers’ Compensation, Medicare and Veterans Benefits in Delaware
Each program has its own application and decision process. These starting points help you find the agency or counseling program for Delaware.
Workers’ Compensation
For an unpaid or denied claim, the state identifies a Petition to Determine Compensation Due. This is different from the employer’s initial report. Use the current forms or portal linked from the office’s main workers’ compensation page.
Medicare Counseling and Cost Help
Free, objective Medicare counseling through the state SHIP network; ask about enrollment, coverage choices, and help with costs.
