Rochester, New York: Disability Resources
On This Page
Rochester residents can approach Monroe County for public benefits and support services, while Rochester Housing Authority runs its own housing application process. Keep the applications separate: county assistance, care referrals, public housing, and Section 8 are not interchangeable.
Monroe County Financial Assistance
The county’s Financial Assistance page explains SNAP, Temporary Assistance, Medicaid, and related programs. It gives online and paper application routes and separate instructions for different benefits. For an urgent shelter, utility, or food problem, tell the department about the emergency when seeking assistance. Medicaid application routes can differ for older or disabled applicants, so follow the section that fits your circumstances instead of assuming one portal handles every case.
NY Connects and Aging Services
Monroe County’s programs and services directory identifies NY Connects at Lifespan as a source of unbiased long-term-support information regardless of age or disability. Staff can help with referrals and public-benefit applications. The same directory describes services for older residents, including in-home support and meals, with program-specific age and needs criteria. Some services involve a cost share; ask which costs and assessments apply to the actual referral.
Rochester Housing Authority Public Housing
RHA’s public housing application page publishes waiting-list announcements and application options. This is separate from the Section 8 Housing Choice Voucher process. Open lists can change by bedroom size; check the current notice before applying. An application confirmation number is a reference, not confirmation of admission to a waiting list. The page also explains how to request a paper application if you cannot use the online portal.
Before You Contact a Program
- Keep county benefit notices and housing application confirmations in separate files.
- Ask care-navigation staff about age rules, assessment, cost sharing, and the provider serving your home.
- Before a housing application, check the bedroom-size list and request an accessible application method if needed.
Keep Federal Benefits Separate
Local housing and service applications do not substitute for an SSA application. SSA’s Disability page[1] explains SSDI; SSA’s SSI overview[2] explains SSI. Apply for federal benefits through SSA. The resources listed here do not decide your federal eligibility.
