Cleveland residents can seek home-support screening and public benefits through Cuyahoga County, and accessible transportation through GCRTA. The county programs and the transit system assess different needs; acceptance by one does not enroll you in the others.

Options for Independent Living

Cuyahoga County’s Options program serves qualifying county residents aged 18–59 with disabilities or age 60 and older. It is for people living in a private home or apartment, with assessed support needs and limited finances, who are not eligible for a Medicaid waiver. Services include personal care, meals, and homemaker help. Fees depend on eligibility and income.

County Public-Benefit Applications

Cuyahoga Job and Family Services provides online, phone, and paper application routes for SNAP, Medicaid, cash assistance, and child care. Its page explains document uploads and free interpreter services. The Public Benefits Community Navigator program connects applicants with library staff who can help with supporting documents and online case access; ask about a participating location.

Greater Cleveland RTA Paratransit

GCRTA’s paratransit page describes certification and a healthcare-provider section of the application. At review, the online application was marked forthcoming, with phone and in-person options listed. Service operates within three-fourths of a mile of active fixed routes and follows their operating hours. Confirm the application route, both trip addresses, and any assessment arrangements.

Before You Contact a Program

  • Describe your home setting and daily assistance needs for Options screening.
  • Keep benefit notices and document-submission confirmations.
  • Check transit coverage for the time as well as the location of your trip.

Keep Federal Benefits Separate

County supports and paratransit certification use separate applications. SSA’s Disability page[1] explains SSDI; SSA’s SSI overview[2] explains SSI. Apply for federal benefits through SSA. Starting a local service application does not file an SSDI or SSI claim.
