State & City Resources
Honolulu, Hawaii: Disability Resources
On This Page
Honolulu residents can start with Elderly Affairs for care information, TheHandi-Van for accessible transit and the city’s voucher office for housing questions. These Oʻahu resources do not share a single application or eligibility decision.
Elderly Affairs Information and Referrals
Honolulu Elderly Affairs Division offers a helpline for information, consultation and referrals for older adults and caregivers. Its Kūpuna Care information describes age, functional and other requirements. Ask which service fits the person’s daily needs; information about a service is not confirmation that it will be authorized.
TheHandi-Van Eligibility
Honolulu Department Of Transportation Services: TheHandi-Van provides shared paratransit for qualified riders unable to use TheBus. Applicants arrange an in-person interview assessing their ability to access and ride fixed-route transit. Service follows defined route-related areas and operating times. After eligibility is established, rides still require advance reservations; the service is not emergency transportation.
City Housing Voucher Questions
Honolulu Housing Choice Voucher Program states that the Housing Choice Voucher waiting list is closed at the source check. Existing applicants can use the status-check link and should keep contact information current in writing. Placement on the list does not mean approval or immediate rental assistance. Watch the official page for any reopening announcement rather than relying on old application dates.
Before You Contact a Program
- For care support, describe tasks that require help and any current services.
- For TheHandi-Van, explain functional travel barriers and confirm trip coverage.
- For housing, distinguish a new application inquiry from updating an existing record.
- Save notices and track each program’s next step separately.
Federal Benefits and Next Steps
Apply for SSDI[1] or SSI[2] through the Social Security Administration. Local resource programs have separate applications and do not decide federal disability benefits.
For the federal process, read our Disability Application Guide and Document Preparation Checklist.
